What your really asking is "How do you define an arm and how do you define a leg?" I would define a leg as a limb used primarily for locomotion and supporting weight. I would call an arm a limb used primarily for anything but locomotion and support. By that definition, I would say that bears and most terrestrial vertebrates have four legs. The exceptions would be birds and most primates (including humans).
